WATER RUNOFF FROM THE COMBINED RAINFALL AND SNOW MELT OVER A DEEPLY FROZEN GROUND WILL LEAD TO A HEIGHTENED POTENTIAL FOR FLOODING IN LOW LYING AREAS...BASEMENTS...SMALL CREEKS AND STREAMS. SIGNIFICANT RISES ALONG MAIN STEM RIVERS WILL LIKELY FOLLOW INTO THIS WEEKEND.
