The  National Weather Service (NWS) Storm Prediction Center (SPC) worked closely with NWS offices, social scientists, communication specialists, FEMA, forecasters, and the general public, to arrive at this description of severe thunderstorm risk categories that SPC  uses in official NWS severe weather outlooks.
